What makes a cooperative flat in Dresden different
A housing cooperative belongs to its members. If you live there, you have a permanent right of use instead of a tenancy with the risk of an owner's-need eviction, you pay a user fee that is usually below market level and rises moderately, and when you join you buy cooperative shares instead of paying a deposit. The uncomfortable truth: listings are the exception
